Helm Grants Insights24 articlesRSVPs for Parkes Shire Council's free grants workshop closed on 22 October. The funding round that workshop was built around still has four weeks to run.
Round 2 of the Community Events Fund opened on Monday 19 October 2026 and closes at 5pm on Thursday 19 November 2026. Parkes Shire Council publishes those dates on its grants programs page. For a committee that has never applied for anything, four weeks is enough. It isn't enough if the first meeting about it happens in November.
Here's an example, a composite rather than a real group. A volunteer secretary in Parkes has a community event pencilled in for, say, March 2027. They've known about the council's events funding for years and haven't applied, because it looked like more paperwork than a small committee could carry. This year they want to try. They missed the workshop RSVP, and now they're wondering if they've missed the round too.
They haven't. But the order of the work matters, and the first job isn't the budget.
The Round 2 dates in one place
Before anyone opens a spreadsheet, put these dates on the committee's calendar.
- Opens: Monday 19 October 2026
- Closes: 5pm, Thursday 19 November 2026
- Events covered: events held between January and July 2027
- Outcomes: the council expects to notify applicants before the end of 2026
- Workshop: a session run by the council's Grants Team on Wednesday 28 October 2026, 6pm to 8pm, at Parkes Shire Library, with RSVPs due by 22 October
- Last sensible date to ask for help: Thursday 5 November 2026, two weeks before close (more on that below)
The closing time is 5pm, not midnight. A group that plans to finish the application on the evening of the 19th has already missed it.
Two streams, and why you pick one first

The Events Financial Assistance Program, usually shortened to EFAP, has two funding streams.
The Community Events Fund runs in rounds, one in May and one in October. Round 2 is the October round, and it's the one open now.
The Destination Events Fund works differently. It takes applications year-round until the money runs out, and you must lodge at least four months before your event.
That four-month rule does real work for anyone choosing between them. Lodge on Friday 23 October and four months takes you to Tuesday 23 February 2027. A January or early February event can't meet that lead time under the Destination Events Fund, however good the application. For those dates, the Community Events Fund round open now is the one to read first.
A later event has more options, but more options means more reading. Read both stream descriptions on the council's grants page before the committee commits, because writing half an application for the wrong stream wastes a week you don't have.
What you can ask for, and how much
Parkes Shire Council sets the maximum request at up to $10,000 under either EFAP stream. That support can come as cash or as in-kind help, such as council facilities and equipment.
Two things follow from that.
First, ask for what the event actually needs and show how you got to the number.
Second, the in-kind option deserves a proper look. If your event's biggest costs are a venue, equipment or other things the council already owns, part of your request may make more sense as in-kind support than as cash. Work through the budget line by line and mark which items could be met that way. Then ask the council how they want that shown in the application.
Read the guidelines, then call the council

Once you know your stream, read the council's guidelines in full before anyone writes a word of the application. Then contact the council. In practice, the order looks like this:
- Decide which stream fits your event dates and purpose.
- Read the guidelines for that stream from start to finish, and check the council's grants page.
- Write down every question the guidelines leave open: in-kind versus cash, what supporting documents they want, how the budget should be laid out.
- Contact the council with those questions before Thursday 5 November.
- Draft the event description and budget, then have someone outside the committee read it cold.
- Lodge well before 5pm on Thursday 19 November.
Parkes Shire Council's grants programs page lists events@parkes.nsw.gov.au and 02 6861 2333 as the contacts for EFAP questions. The Grants Team ran the workshop RSVPs through grants@parkes.nsw.gov.au.
Parkes Shire Council's Grants Team will help groups who can't attend if they make contact at least two weeks before the deadline. Two weeks before 19 November is Thursday 5 November. That's the one date in this article to treat as a hard stop. The Grants Team's help is for groups who make contact by Thursday 5 November.
As for the workshop itself, the RSVP date has passed. If the committee still wants to attend on 28 October, email the Grants Team and ask. Don't turn up assuming there's a seat.
Where Helm Grants fits
Everything above can be done by hand: the guidelines, a printed calendar, a reminder on someone's phone and a committee member who owns the deadline. Helm Grants does the tracking part for you. Paste the council's Round 2 page into Bring your own round and it becomes a full workspace, scored against your organisation with every point itemised, and Helm Grants reminds you 7, 3 and 1 days before 5pm on 19 November. Its AI drafts under cite-or-confirm rules, so anything it can't source from the round or your own documents is marked for you to confirm. Helm Grants never decides whether your group qualifies and never lodges anything: you read the guidelines, you review and own every draft, and you submit the application yourself.
The same feed covers federal, Queensland, Brisbane and NSW Government grant rounds.
